There are plenty of summer activities, and the education system is great! I have lived here my entire life, and have not had any issues with crime or anything else. It is a great town to raise your family in.
Waupaca is one of those small towns that I think we all know about. The kind that, without that one big factory or manufacturing facility, it simply would not exist. In this case, it's the Waupaca Foundry. You either work for the foundry, grinding away in hazardous conditions for upwards of 70 hours a week, raking in the money, but simply having no time or energy to do anything for yourself with that money, or you are a member of the younger generation that wants something more for their lives and is desperately trying to escape that life.
I love Waupaca. I have been here for the majority of my life and I think it has been a great place to grow up. It is a small enough town to be able to build connections and feel like you are apart of the community, but it is big enough to be able to meet new people and learn new things. There isn't a whole lot to do in the winter in Waupaca if you are a student, but once summer comes, businesses open up and there are countless opportunities for people of all ages.
