While St. Louis is still a city with problems, Rock Hill is a small quiet community with easy highway access and a good school district (Webster Groves SD, there is no Rock Hill SD). There are many new families moving in, making the streets very kid friendly and safe.
My neighbors are very friendly, and I've never had any problems with how the neighborhood is managed.
