The houses can be built on a better foundation.
The crime around New Orleans is horrible. Every single time I read on Nola.com, there is always news articles about a shooting in different areas of New Orleans. I remember the time there were about four robberies near the old Six Flags in New Orleans East, it is horrible. Another event had separate killings on the I-10, what made it looked like there was a gang turf fights. It is not safe in New Orleans anymore- there are so many killings.
