I lived in the Payne-Phalen neighborhood for over 20 years, but am getting out. Life here has never been easy with the petty crime (thefts, vandalism, domestics), but is getting worse. Random violence is increasing. Beatings, stabbings, rapes, drive-by shootings. No one feels safe anymore. Don't come here if you have kids. High volume of rental properties contributes to an increase of people who don't value the neighborhood. You can't have anything nice in your yard because people steal or destroy it. Thieves have dug up garden plants, fencing, and even retaining walls. Some decent home owners are still toughing it out, but those who can manage to sell their houses are leaving for safer areas with cheaper insurance rates and better schools. Many home owners are just giving up and walking away from their mortgages since housing values have declined. It's sad to see this diverse neighborhood struggle for years, and continually erode. Good luck to the next occupants.
This neighborhood on the east side of Saint Paul is very diverse. But nowadays, it's become a bit frightening---an increase of violence. I'm thankful that nothing has happened on my street yet, but the incidents are still incredibly close and it worries me. Love my neighborhood for its diversity, but it doesn't feel as safe anymore unfortunately.
My area has potential but could definitely undergo several improvements before it could be an ideal place to live: thorough local police response, higher standards for education, stricter littering/loud music/catcalling laws, rain gardens on curbs to conserve water, solar panels on parking lots, more recycle bins on corners, and more local coffee shops/bookstores. I can see it starting to evolve, but not fast enough. I would not choose to live here again in the future if the atmosphere stays where it is.
