The people were somewhat friendly in that area, but my son and I did not feel very safe. I would not dare walk around at night with fear that I might be hurt. The cost of living is cheap, but safety and cleanness are more important to me, and the area is not clean. There are a lot of shops but they have their clothing outside, and the sidewalks in that area are also dirty.
Their are a lot of food and drinks in this area. Theirs an Asian store near by me and they have the best roast duck that comes whole meaning its head and body (whole). They are all the same size so you don't have to be picking at choosing the biggest one and you don't have to worry about cutting it up cause they'll do it for you. The drinks in this area, I would recommend sparkling water that has all these kinds of flavor that's just like soda or Canada Dry which is just like sprite but better. When it comes to my favorite restaurant I would recommend Pho Saigon to everyone. My favorite dish their is a bowl of beef noodles and most of all fried rice. Its not in my area because their aren't any restaurant that I know of that are.
Houses are run down, some are boarded up. Lots of places to eat, and friendly(ish) neighbors
