East and Westmoreland are by far one of the best neighborhoods in the Portland-Metro area. Lots of great places within walking distance boutiques, great pubs and excellent food. Lots of access to public transportation. The houses are all unique as most of the neighborhood was build in the 1920-ish era. Great access to parks and gardens. In the top 3 best places to live within Portland. The people are friendly and say hi, truly a great place to live!
Despite being entirely overpriced, it is one of the most gorgeous neighbourhoods I have ever resided. It is safe and you could wander for hours and never feel like you've looked at the same thing twice. The residents are friendly and family oriented. Reed college is always fun to walk around, and with the local shops nearby, you'll never run out of things to do and places to get lost.
Eastmoreland is a very safe, friendly neighborhood and I enjoy walking around as nearly everyone will stop to say hello. The biggest problem I have with Eastmoreland is that it is not very diverse.
