The city of Hartford can have it's good side and bad. It is also one of the top dangerous cities. Although it may be dangerous, it is where I was born and raised and some of the people here are really friendly. I really wouldn't mind living here if I could do it all over again.
Some services are better than others, which adds to the rating.
