Monaca seems to be a busy town, with almost constant construction and some dense traffic; the abundance of potholes does not help. The people here are generally pretty nice, unless you run into the bad drivers. The local stores are usually accessible and you can find pretty much anything you're looking for. With the Shell cracker plant being active at the moment it could be hard to find a place to live or rent, but if you're looking for a local job, that is an option.
Monaca is a great area for me to live while I am attending college. I go to the Community College of Beaver County, which is very affordable compared to most colleges. It is also conveniently located for me. I rent an apartment at a very fair price that is less than five minutes to campus and therefore have a short commute. It is also close to work for me as it only takes ten minutes to get there. Any stores, gas stations restaurants, etc. you could need are within a fifteen minute drive. Also, it is a short and easy drive to get to Pittsburgh whether for a 4 year college to transfer to or just a day of adventure in the city.
The food could be more diverse, but overall Monaca is a quite and decent place to live. If you are looking for a simple yet entertaining town, Monaca would fit you perfectly. The recent construction has boosted revenue in many places and building are being out up everywhere.
