Dallas was an amazing place to grow up, I've lived here for 16 years and both my parents grew up here so I know the area better than a lot of people. The towns size was very small, the people all knew each other and everybody was incredibly sweet and caring. Now the town is still cool but harder to manage with the amount of people compared to the little establishments and the city is sort of turning into a retirement village which isn't a bad thing because there are still a lot of troublemaking kids that keep a good balance. The city of Dallas is kind of crazy which isn't something you would expect but some of the people make up for the craziness. I definitely enjoyed a lot of the years I have lived here.
Dallas is the county seat. Police drag offenders from West Salem to court here and release them in Dallas afterwards. High sex offender, meth problems. Lots of newer folks moving in so getting a bit better and cheaper than Salem. If you are not from here, not good reception. I heard that from a high school employee too for new kiddos. Country & local attitude is "I was here longer, I can do whatever I want." - disregarding other people's properties. Not everyone, but enough to drive you crazy. There are decent areas but do not listen to local real estate agents. Do your own due diligence and check crime sites for locations. Cheapest rental and house areas are cheap for a reason. Safeway is overpriced, Wal-mart is well, a wal-mart, if you like shopping there. Best shopping in Salem or Corvallis.
Dallas is trying. As I have grown up here it has gotten more liberal and more willing to change but the majority of the population are still fairly closed minded and that can be hard for some people. However, it is also a beautiful place and just small enough that it is enjoyable. Salem is close by for any bigger needs, and there are like 6 pizza places in town if you like pizza.
