The town is a garbage dump. The leading citizens constantly police the poorer residents, meanwhile ignoring the hoarded junk, illegal living and filth of their own homes.

There is no code enforcement and no government help dealing with the trash. In fact Imperial County just closed the local county dump and trash burning frequently poisons the air.

The town slumlords rent illegal properties, make up power and water bills, and generally do whatever they want to their tenants. Repairs when they are made at all are done by people who are not qualified to do the work. This creates dangerous living conditions.

This is a dismal place to live. The Bienalle Art Festival is just an excuse for outside people to come and party for a week and call it Art.

The City Council takes years to accomplish anything useful. They are a poor leaders and more concerned with the power to maintain their own interests which are not in the best interests of the town.
